For members of NCMGMA, there is no cost to attend the Advocacy Day and White Coat Wednesday. For non-members, the cost is $50 per person.

Wayne Goodwin
North Carolina Insurance Commissioner
In November 2008, North Carolina voters elected Wayne Goodwin as the first new Commissioner of Insurance in 24 years. Since taking office in 2009, Wayne has ordered insurance rate cuts, rate freezes, rebates, refunds and restitution. These efforts have saved North Carolinians more than $2.4 billion.

Under Wayne’s leadership, auto insurance refunds totaling $50 million were delivered to one in four North Carolina drivers. Reductions in workers’ compensation rates saved at least $115 million for North Carolina businesses, and Blue Cross and Blue Shield of North Carolina refunded a historic $155.8 million to 215,000 families.

The Department of Health and Human Services manages the delivery of health- and human-related services for all North Carolinians, especially our most vulnerable citizens: children, elderly, disabled and low-income families. The Department works closely with health care professionals, community leaders and advocacy groups; local, state and federal entities; and many other stakeholders to make this happen.

Amber Maxwell
Senior Strategic Contract Consultant

Amber Maxwell has over 10 years of health care experience and is currently a Senior Strategic Contract Consultant at Blue Cross and Blue Shield of NC, North Carolina’s largest health insurer. She is currently responsible for contracting large, high profile hospital systems and provider groups across the state.

In addition to her contracting responsibilities, Amber also manages the contracting and operations of Accountable Care Organizations (ACO’s), incentive based contracting (including site of service shift and shared savings arrangements), narrow network product development in the Triangle and Wilmington Markets, as well as the BCBSNC Bundled Payment Program Strategy.

Blue Cross and Blue Shield of North Carolina
As president and CEO of the state’s largest health insurer, with 3.8 million customers, Brad Wilson is dedicated to improving North Carolina’s health care system, making health care more affordable and helping BCBSNC adapt in a changing health care environment.

To address health care issues nationally, Wilson serves as a director of the Blue Cross and Blue Shield Association, America’s Health Insurance Plans (AHIP) and BCS Financial Corporation. He is immediate past chair of the National Institute for Health Care Management.
