Congressional Leaders Introduce SGR Repeal/Replacement Legislation

As the March 31 deadline nears to avert a 21% cut to Medicare physician payments, a bipartisan, bicameral bill to permanently repeal the Sustainable Growth Rate (SGR) formula was introduced this morning. The proposals on how to pay for the estimated $200 billion cost of the legislation are expected to be released in the coming days. In addition to repealing the SGR, the legislation:

  • Ensures a 5-year period of annual updates of 0.5% to transition to the new payment system.
  • Provides additional incentives for providers who move into alternate payment models.
  • Harmonizes and streamlines existing Medicare quality reporting programs.
  • Expands the use of Medicare data for transparency and quality improvement.
